prevailing among the many thousands of migrants: one group came as !M]\I&

But to divide the empire into English core and colonial periphery, S^<g_ q  
as Bailyn does, devalues the achievements of colonial culture. It is \Z/)Y;|mi0  
true, as Bailyn claims, that high culture in the colonies never B8%{}[ q  
matched that in England. But what of seventeenth-century New England, g{9+O7q  
where the settlers created effective laws, built a distinguished V{&r Q@{W  
university, and published books? Bailyn might respond that New n?urE-_  
England was exceptional. However, the ideas and institutions `VL}.h  
developed by New England Puritans had powerful effects on North u@% r  
American culture. v[n7"  
Although Bailyn goes on to apply his approach to some thousands \ y{Tn@7  
of indentured servants who migrated just prior to the revolution, he Z@%HvB7  
fails to link their experience with the political development of the gOK\ %&S]  
United States. Evidence presented in his work suggests how we might JQ-gn^tsy  
make such a connection. These indentured servants were treated as % 9#gB
