Bernard Bailyn has recently reinterpreted the early history of the [[Fx[
United States by applying new social research findings on the 9Hu/u=vB<
experiences of European migrants. In his reinterpretation, migration O0No'LVu
becomes the organizing principle for rewriting the history of RUT,Y4 b
preindustrial North America. His approach rests on four separate i Ae<&Ms
propositions. ?5cI'
The first of these asserts that residents of early modern England Y2SJ7
moved regularly about their countryside; migrating to the New World Upd3-2kr&J
was simply a “natural spillover”. Although at first the colonies u1PaHgi$
held little positive attraction for the English — they would rather B'EKM)dA
have stayed home — by the eighteenth century people increasingly C@W"yYt
migrated to America because they regarded it as the land of 9Z'8!$LYg
opportunity. Secondly, Bailyn holds that, contrary to the notion that
{=QiZWu
used to flourish in America history textbooks, there was never a /_Z652@
typical New World community. For example, the economic and ^? ]%sdT q
demographic character of early New England towns varied considerably. `poE6\
Bailyn’s third proposition suggest two general patterns 7{qy7,Gp
prevailing among the many thousands of migrants: one group came as !M]\I &
indentured servants, another came to acquire land. Surprisingly, m"jV}@agX
Bailyn suggests that those who recruited indentured servants were the qfz 8jY]
driving forces of transatlantic migration. These colonial mAW,?h
entrepreneurs helped determine the social character of people who Hc
V"X,7S
came to preindustrial North America. At first, thousands of unskilled sx51X^d
qt^T6+faaQ
laborers were recruited; by the 1730’s, however, American employers i?:_:"^x
demanded skilled artisans. >P $;79<
Finally, Bailyn argues that the colonies were a half-civilized Bk\Gj`"7
hinterland of the European culture system. He is undoubtedly correct 6]pX>Xho
to insist that the colonies were part of an Anglo-American empire. +_xOLiu
But to divide the empire into English core and colonial periphery, S^<g_ q
as Bailyn does, devalues the achievements of colonial culture. It is \Z/)Y;|mi0
true, as Bailyn claims, that high culture in the colonies never B8%{}[ q
matched that in England. But what of seventeenth-century New England, g{9+O7q
where the settlers created effective laws, built a distinguished V{&r
Q@{W
university, and published books? Bailyn might respond that New n?urE-_
England was exceptional. However, the ideas and institutions `VL}.h
developed by New England Puritans had powerful effects on North u@%
r
American culture. v[n7"
Although Bailyn goes on to apply his approach to some thousands \y{Tn@7
of indentured servants who migrated just prior to the revolution, he Z@%HvB7
fails to link their experience with the political development of the gOK\
%&S]
United States. Evidence presented in his work suggests how we might JQ-gn^tsy
make such a connection. These indentured servants were treated as %
9#gB
slaves for the period during which they had sold their time to American N#_GJSG_|
employers. It is not surprising that as soon as they served their time T}=>C+3r
they passed up good wages in the cities and headed west to ensure their K[7EOXLy
personal independence by acquiring land. Thus, it is in the west that nbTVU+
a peculiarly American political culture began, among colonists who 1uk0d`JL
S$^RbI
were suspicious of authority and intensely anti-aristocratic. zPKr/
