indentured servants, another came to acquire land. Surprisingly, ![!b^:f  
Bailyn suggests that those who recruited indentured servants were the BXv)zE=j  
driving forces of transatlantic migration. These colonial ZL@DD(S-/  
entrepreneurs helped determine the social character of people who GWZXRUc  
came to preindustrial North America. At first, thousands of unskilled 0a%ui2k

laborers were recruited; by the 1730’s, however, American employers K$5P_~;QL

Finally, Bailyn argues that the colonies were a half-civilized j77}{5@p  
hinterland of the European culture system. He is undoubtedly correct TC#B^m`'p  
to insist that the colonies were part of an Anglo-American empire. =F[,-B~  
But to divide the empire into English core and colonial periphery, 13kb~'+&r  
as Bailyn does, devalues the achievements of colonial culture. It is )9Ojvp=#r:  
true, as Bailyn claims, that high culture in the colonies never 8HA=O ?Cg  
matched that in England. But what of seventeenth-century New England, HZ=yfJs nc  
where the settlers created effective laws, built a distinguished oXkhj,{y5  
university, and published books? Bailyn might respond that New IfCqezd  
England was exceptional. However, the ideas and institutions <F & hfy  
developed by New England Puritans had powerful effects on North BniVZCct

Although Bailyn goes on to apply his approach to some thousands ,-kZ5&r  
of indentured servants who migrated just prior to the revolution, he 3om-,gfZ  
fails to link their experience with the political development of the 7yl'!uz)9  
United States. Evidence presented in his work suggests how we might _P1-d`b0 a  
make such a connection. These indentured servants were treated as Z9I./s9  
slaves for the period during which they had sold their time to American {*9i}w|2  
employers. It is not surprising that as soon as they served their time yr'`~[oSCy
