But to divide the empire into English core and colonial periphery, 1TR+p? "  
as Bailyn does, devalues the achievements of colonial culture. It is q5z^y(Sv  
true, as Bailyn claims, that high culture in the colonies never : D-D+x  
matched that in England. But what of seventeenth-century New England, ^H1m8=  
where the settlers created effective laws, built a distinguished vR2);ywX  
university, and published books? Bailyn might respond that New cg17e  
England was exceptional. However, the ideas and institutions 1r}i[5  
developed by New England Puritans had powerful effects on North 7iwck.*

Although Bailyn goes on to apply his approach to some thousands fHEIys,{  
of indentured servants who migrated just prior to the revolution, he yI#qkl-  
fails to link their experience with the political development of the b$fmU"%&|
