Bailyn suggests that those who recruited indentured servants were the TRKgBK$,

Finally, Bailyn argues that the colonies were a half-civilized (BE RY  
hinterland of the European culture system. He is undoubtedly correct qa}>i&uO  
to insist that the colonies were part of an Anglo-American empire. \]Z&P,}w  
But to divide the empire into English core and colonial periphery, Sue 6+p  
as Bailyn does, devalues the achievements of colonial culture. It is F@hYA  
true, as Bailyn claims, that high culture in the colonies never /#yA%0=w  
matched that in England. But what of seventeenth-century New England, JfTfAq]  
where the settlers created effective laws, built a distinguished Q-R}qy5y  
university, and published books? Bailyn might respond that New { (\(m/!Z  
England was exceptional. However, the ideas and institutions O3!d(dY=_  
developed by New England Puritans had powerful effects on North Bp0bY9xLg_

Although Bailyn goes on to apply his approach to some thousands a{_ KSg  
of indentured servants who migrated just prior to the revolution, he EDN(eh(_  
fails to link their experience with the political development of the xeB4r/6
