Finally, Bailyn argues that the colonies were a half-civilized 6\7b E$K

But to divide the empire into English core and colonial periphery, *UVo>;  
as Bailyn does, devalues the achievements of colonial culture. It is A{Jp>15AVg  
true, as Bailyn claims, that high culture in the colonies never q U (,q/l  
matched that in England. But what of seventeenth-century New England, ALVHKL2  
where the settlers created effective laws, built a distinguished K!c "g,S  
university, and published books? Bailyn might respond that New ToWiXH)4  
England was exceptional. However, the ideas and institutions uOzol~TU)  
developed by New England Puritans had powerful effects on North fk5xIW

Although Bailyn goes on to apply his approach to some thousands ZS*PY,  
of indentured servants who migrated just prior to the revolution, he 1 !N+hf  
fails to link their experience with the political development of the z ;>xI~
